Livonia and the Deer: The Numbers
LIVONIA — 8/12/2026
A post I put up asking whether Livonia should cull or coexist drew 166 comments from 148 people. It surfaced a lot of specific questions — how many crashes Livonia actually has, what happened in the cities that went first, whether any of the non-lethal options work.
I went and looked up the answers. This is what the data shows.
Sources are named throughout. Where a claim traces to an advocacy organization rather than peer-reviewed research or government data, that’s noted.
Part One: The Claims
How the comments broke down
I sorted all 166 comments by primary stated position, then collapsed them to one position per person.

Among the 116 who took a plain side, it was 59 coexist to 57 cull — 51% to 49%. The thread doesn’t show Livonia favoring a cull, and it doesn’t show the city opposing one. It’s split almost exactly.
The smaller categories matter. The four non-lethal advocates — one proposing a “no-kill cull,” one asking about contraceptive feed, one citing sterilization, one suggesting relocation — agreed there are too many deer and disagreed only on method, pushing “do something about the numbers” to 61, still short of a plurality. The five “other” proposals covered driver behavior (two commenters), speed limits and “Deer City” branding, targeted euthanasia plus feeding fines, and two people wanting a different animal dealt with entirely — groundhogs and geese. Six of the 19 “no position” comments were people asking for Livonia’s own numbers instead of picking a side.
One person changed position mid-thread, moving from “No reason to kill them” to “Cull is the only proper management.”
Method: sorting required judgment calls. One comment never uses the word “cull” but is clearly pro-reduction; another never says “coexist” but plainly means it. A different reader might sort a few differently, though a two-person gap is narrow enough that it hardly matters — the result is a tie either way.
Livonia’s actual crash number
Six people asked some version of the same question: “58k statewide. How many were in Livonia?” The statewide figure I opened with doesn’t answer that. The local figure is published annually.
Livonia had 77 deer-vehicle crashes in 2023 — zero fatal, three injury (three people hurt), 74 property-damage-only. The post’s “58,000” was accurate; 2024 came in at 58,324. Two things follow. Livonia has the most deer crashes of any community in Wayne County — 12.6% of the county total in a city with about 6% of its population. That’s the strongest single piece of evidence for treating this as a real local problem. But 77 is also 0.13% of the statewide figure. A statewide number can’t carry a local decision in either direction.

Midland’s real total is higher — a slice of the city falls in Bay County and recorded another 12. Communities straddling county lines are always reported separately.
Dozens of Michigan cities recorded zero, clustering in fully built-out inner-ring suburbs: all five Grosse Pointes, Harper Woods, Highland Park, Hamtramck, Lincoln Park, Melvindale, River Rouge and Wyandotte (Wayne); Berkley, Clawson, Ferndale, Huntington Woods, Pleasant Ridge and Lake Angelus (Oakland); Center Line and St. Clair Shores (Macomb); East Grand Rapids (Kent).

The most deer crashes in Michigan happen around Grand Rapids and Detroit’s northern suburbs; the fewest happen in the Upper Peninsula. Keweenaw County — about as wild as Michigan gets — had 12. Kent had 2,171.
That inversion reframes three thread arguments at once. It isn’t about wilderness; it’s about edge — the seam between cover and open planted ground — plus traffic volume. It isn’t about population: Detroit has six times Livonia’s residents and 20 crashes; Westland 19, Garden City 1, Redford Township 2. And it shows the “development pushed deer into Livonia” claim is backwards. The most heavily developed communities in Wayne County have almost no deer crashes because they have no deer. Livonia leads the county because it kept its woodlots, its Rouge and Bell Creek corridors, its golf courses and half-acre lots — then surrounded them with food.
Per resident: Livonia drops to mid-pack
Raw counts reward being big. Livonia is Wayne County’s third-largest city. Dividing 2023 crashes by 2020 Census population (crashes per 10,000 residents, cities over 25,000):

Three findings:
- Livonia’s rate is identical to Southfield’s — 8.1 — and Southfield voted unanimously to cull. If Livonia’s numbers don’t justify action, Southfield’s didn’t either. That comparison probably settles more of the thread’s disagreement than anything else here.
- Livonia’s rate is less than half Farmington Hills’ 17.1. The city Livonia is queued behind has roughly double the per-resident exposure.
- Michigan’s statewide rate is 58.4 per 10,000 (58,806 across 10,077,331 residents) — more than seven times Livonia’s. Rural counties drive that, but a Livonia resident’s exposure is a fraction of a typical Michigander’s.
Inside Wayne County, Livonia ranks fifth per resident: Flat Rock 24.7, Gibraltar 24.0, Rockwood 18.5, Romulus 15.1, then Livonia 8.1, Woodhaven 7.7, Trenton 5.4, Northville city 4.9, Westland 2.2, Dearborn 0.5, Detroit 0.3. The four above it are all Downriver, near the Huron River corridor and I-75.
Two caveats. Crashes are counted where they occur, not where drivers live, and Livonia’s daytime population runs about 36% above its residential population. Per-resident rates measure how often this comes up in a community, not individual risk. The distortion is severe in small places: Bloomfield Hills (pop. 4,460) shows 56.1 per 10,000 and Orchard Lake Village (2,238) shows 49.2 — figures about road-to-resident ratios, not deer. Per square mile is the better proxy for deer pressure: Livonia’s 77 crashes across 35.7 square miles of land is 2.2 per square mile per year, a figure the city could track over time.
A discrepancy worth chasing
In 2023 then-Councilman Rob Donovic told a council meeting the city had seen “235 car accidents, deer-related… in the last five years” (WXYZ). MTCF recorded 77 in 2023 alone; five years at that rate is closer to 385. Farmington Hills’ 621-over-five-years lines up reasonably with its 144 in 2023. Livonia’s does not.
Donovic’s council term ended December 31, 2025, so he is no longer on the body weighing this decision — which makes the discrepancy more urgent rather than less. The 235 figure entered the public record and has been repeated since, but the councilmember who introduced it is not there to source it. The two figures are hard to reconcile, and a removal target can’t be set from a number without a clear source.
How the neighboring cities did
This came up directly in the comments. The results are now public.
Farmington, Farmington Hills and Southfield ran Southeast Michigan’s first regional cull between January and March 2026, using USDA Wildlife Services sharpshooters at night on city-owned land with thermal imaging and elevated positions.
They set out to take 400 deer. They took 70. (USDA post-cull report, via Hometownlife/Detroit News, March 30, 2026.)
- 2,312 pounds of venison donated — more than 9,240 meals
- Cost: $10,000–$20,000 per city
- Sharpshooters were confined to night operations on primarily city-owned land, which the report noted “does not always contribute to core areas where highest issues exist”
- Weather disrupted the schedule; next cull scheduled January–March 2027
- Officials estimate local densities up to 80 deer per square mile; the Michigan DNR benchmark for a healthy population is about 20
One comment had predicted the range: “The amount you’ll shoot 40-80 are just a drop in the bucket.” The regional total was 70.
Does culling work?
This was the sharpest disagreement in the comments.
From the skeptics: “Culling leaves pockets that the herd fills, often times more than what was present before,” and “numerous studies showing that broad deer culling has repeatedly failed.” Against them, several commenters made the case for necessary herd management.
The “compensatory rebound” and “vacuum effect” arguments are heavily promoted by deerfriendly.com, stoptheshoot.org and Animal Alliance of Canada — advocacy organizations, not neutral research bodies. The underlying biology is real: deer reproduction is density-dependent. The peer-reviewed outcome data point the other way:
- DeNicola & Williams (2008), Human-Wildlife Conflicts 2(1):28–33. Three suburban communities, 3–7 years. Herds reduced 54%, 72%, 76%; deer-vehicle collisions fell 49%, 75%, 78%.
- Wiggers et al. (2011), Wildlife Society Bulletin. Fox Chapel, PA: 15 years, 2,980 deer removed via archery, police sharpshooting and trapping. Collisions fell from 81 (1993) to 19 (2007) — an estimated $1.6 million saved in vehicle repairs.
- Rock Creek Park, D.C.: native seedling density nearly tripled after under a decade of culling (Audubon, 2024).
Sustained, intensive culling works while it runs. One-off or light culling does not — and no program has ever demonstrated a lasting effect after stopping.
But does it last?
Everything above measures culls while running. That is not the same question.
There is essentially no evidence culling produces a permanent reduction, and good evidence it produces a durable one only for as long as it is funded. Culling is maintenance, not cure. Nobody in the literature claims otherwise. The complication is what happens when you don’t cull.
The Princeton natural experiment
The strongest long-run evidence runs the experiment backwards. From Hedlund, Curtis, Curtis & Williams (2003), prepared with support from the Insurance Institute for Highway Safety, drawing on Kuser (1995):
- Princeton, NJ passed a no-firearms-discharge ordinance in 1972.
- Deer-vehicle crashes rose 436% in ten years — 33 in 1972 to 144 in 1982.
- Two adjoining townships that continued to allow firearm hunting showed no statistically significant change. That control group is what makes this evidence rather than anecdote.
- Princeton then tried deer whistles, reflectors and increased bowhunting. Crashes kept climbing: 167 by 1991, 227 by 1992.
Twenty years of not culling produced a sevenfold increase, not equilibrium.
Irondequoit, NY ran the reverse, culling and bowhunting from 1993 and removing about 125 deer per year for eight years. Crashes fell from 227 in 1992 to roughly 100 annually by the late 1990s (Eckler, 2001) — and stayed there while the program ran.

Every one of these is a program that did not stop. No published study tracks a suburban deer population for a decade after a program ended, because the successful ones never ended. What exists is unanimous operational expectation: the University of Michigan-Dearborn plans culls every three years because “as the deer population rebounds, future culls are expected”; Farmington Hills booked 2027 before evaluating 2026; Pittsburgh’s consultant said culling “has to happen for years and years to come.” The industry phrase, quoted by opponents and not disputed by practitioners, is that it should be done “like mowing a lawn.”
Both positions in the thread capture part of this. Culling is permanent in the sense that the commitment never ends. It is not futile — Princeton shows the alternative trajectory. A cull is an ongoing commitment rather than a one-time expense.
Where the rebound argument goes wrong
Compensatory reproduction is real. But the claim that it makes culling self-defeating — populations ending up “more than what was present before” — is not what measured programs show. If rebound fully offset removals, Fox Chapel’s crashes would not have gone 81 → 19 over fifteen years, nor Meridian’s 152 → 77 over fourteen. Compensation slows the decline; it does not reverse it. That is exactly why Farmington Hills got 70 instead of 400 in year one, and why sustained programs succeed where one-offs fail.
Ecological recovery is slower and less complete
Abella et al. (2022), reviewing twelve white-tailed deer culling studies in eastern North America, found culling generally increased woody cover and tree seedling density — but some indicator species continued declining even after culling, and in their own Ohio program marked seedling recovery did not appear until around year six. Understory recovery runs on a five-to-ten-year clock, and some plant communities never fully return.
Nobody is really measuring
The most credible criticism of deer management is not that culling fails — it’s that almost nobody checks. Paul Curtis (Cornell, 2020), reviewing three decades of suburban deer management, found essentially the same tools in use throughout despite substantial research investment, and concluded that “the lack of long-term planning and sufficient budgets needed to sustain management efforts may impede overall program success and sustainability.” Quirion & Blossey (2023) and Blossey, Hare & Waller (2024) argue we lack validated long-term monitoring, and that state agencies “do not routinely engage in scientifically valid monitoring to assess whether their chosen approaches in fact can deliver what is assumed or promised.”
Communities frequently authorize culls without building in the measurement that would show whether they worked. Farmington Hills committed to tracking crashes, ecological impact and resident concerns alongside its program.
Bottom line: culling works while it runs (49–77% crash reductions sustained over 8–15 years across four independent programs); it has never been shown to work after it stops; not culling is not a stable alternative. The real choice is an indefinite annual line item versus an indefinite upward trend — a budget and values question, not a scientific one.
Part Two: The Alternatives
Residents proposed at least eight approaches beyond culling. Most have been tried somewhere and measured.
The comparison that should be driving Livonia’s decision: Meridian Township
Meridian Township, outside Lansing (pop. ~40,000), began deer management in 2011 for exactly the reasons Livonia residents listed. Reported car-deer accidents fell from 152 in 2011 to 77 in 2024 — down 49%, the lowest on record.
Meridian’s fifteen-year success story landed at 77 crashes a year. That is exactly where Livonia is now, before doing anything.
How, per the township’s program materials:
- Volunteer archery, not paid sharpshooters. 63 experienced volunteers, each background-checked, required to attend training and demonstrate proficiency, shooting downward from tree stands.
- Runs during the regular state archery season, October 1 to January 1, on 42 township-owned and 28 approved private properties. Parks stay open with posted signage.
- A police cull was added in 2021, after archery season, under a DNR Damage and Nuisance Animal Control Permit allowing removal outside the regular season.
- The township buys antlerless (DMAP) permits and distributes them to hunters for $15.
- Venison to food banks: 7,468 lbs in 2024–25, over 35,000 lbs since 2020, with Michigan Sportsmen Against Hunger covering processing.
- No CWD reported since 2016.
This is close to what one comment proposed — archery, elevated positions, shooting downward, designated areas, hunters buying their own licenses, meat feeding families. Marginal cost per deer is near zero. The three-city USDA cull cost $30,000–$60,000 for 70 deer.
The catch: fifteen years, sustained political will, and hunting inside city limits. Farmington Hills plans archery for 2027 but limits participation to public safety personnel only, suggesting the constraint is liability appetite rather than evidence.
A legal lever nobody raised. Michigan law (MCL 324.40114) lets a city council, by ordinance, adopt a firearm hunting distance requirement shorter than the standard 150-yard setback as part of a deer management plan (subsection 11), and lets the Natural Resources Commission establish special urban deer management zones with more kill tags (subsection 10). In Cayuga Heights, NY, an identical setback rule made culling impossible until the state shortened archery discharge distance from 152m to 76m in 2014 — after which the community used it.
Alternative 1: “Birth control laced feed”
From the comments: “We would love to help with a birth control laced feed, if it’s available.”
It isn’t, and it doesn’t exist. No oral or feed-delivered contraceptive is EPA-registered for white-tailed deer. Every approved product requires physically reaching each doe: GonaCon (registered 2009, restricted-use, hand-injection only) and Zonastat-D / PZP (2017, restricted-use, remote dart).
Walker et al. (2021), Wildlife Society Bulletin, tested GonaCon on a free-ranging population over five years: one dose 33% effective, two doses 86%; total cost $320,030 — about $2,078 per deer captured. Conclusion: two doses reduced pregnancy in individuals, but the program “was not successful in eliminating growth of the deer population and culling will be necessary.”
Alternative 2: Surgical sterilization — and the “no-kill cull”
The thread’s first comment: “A year ago I presented a no kill cull ready to go. Elections matter and this is just another long endured problem.”
“No-kill cull” isn’t a term of art; it usually means immunocontraception or surgical sterilization — darting does, removing ovaries, tagging and releasing.
The research. DeNicola & DeNicola (2021), Wildlife Society Bulletin: 493 deer sterilized by ovariectomy across six geographically open suburban sites, 2012–2020. Population down about 26% from Year 1 to Year 2 and about 45% four years after initial treatment at sterilization-only sites. Effort: ~4.9 hours of field staff time per deer captured, plus 2.5 veterinary hours per sterilization.
Two findings temper that badly. Method matters enormously: Boulanger & Curtis sterilized 93 deer on the Cornell campus (2007–2013) via tubal ligation and ovariectomy, 96–100% effective at preventing births — yet female abundance did not decline, because male abundance rose ninefold. Tubal ligation leaves hormonal cycling intact, so does kept cycling and bucks kept arriving. Their conclusion: sterilization “would not work in geographically open environments without a lethal component.” And immigration is the recurring killer — NYSDEC states that deer avoiding capture plus immigrants from neighboring areas “provide more than enough reproductive capability to overwhelm fertility control efforts in the majority of cases,” noting that even on an island under 9 square miles a 16-year program was hampered by inability to capture enough deer.
What happened in Michigan. Ann Arbor ran the only permitted deer sterilization program in state history, 2017–2020, contracting White Buffalo, Inc. Per the DNR’s legislative report:

Population within study areas fell from 94 to 50 — a 47% drop; White Buffalo estimated it sterilized 88–97% of does each year. Sterilization cost $159,800 for 78 deer (~$2,049 each); sharpshooting cost $255,800 for 432 (~$592 each) — roughly 3.5 times as much per animal. Critically, the DNR stated it could not determine how much of the 47% decline was attributable to sterilization versus the 432 deer shot. The sterilization arm never operated alone.
The legal situation, which changed twice. Michigan Public Act 390 of 2018 (MCL 324.40114(9)) barred the DNR from issuing any sterilization permit — killing further non-lethal work in Ann Arbor. That ban expired April 1, 2022. But it is now discretionary and the DNR is disinclined: per Livonia’s own July 2025 staff report, surgical sterilization would run $500–$1,500 per deer, over $100,000 total, and the DNR typically does not issue permits because long-term studies don’t show results (Detroit News, July 22, 2025).
So a “no-kill cull” in Livonia is legally possible and practically unlikely — a permit the DNR is disinclined to issue, at roughly triple the per-deer cost, for a method whose best evidence comes from programs that also shot hundreds of deer. The claim in the thread that “DNR also suggested sterilizing some of them which works” is not supported by the permitting record.
Alternative 3: Trap and relocate
One commenter: “Trap them and take them north!” Essentially no support. Not among the options Livonia’s council reviewed; the DNR does not permit it for population control; post-translocation survival is poor (stress, disorientation, vehicle strikes in unfamiliar territory); and it risks moving CWD and bovine TB into clean areas — the reason Michigan restricts deer movement at all.
Alternative 4: Fencing and repellents — why “nothing works” is literally true here
“Nothing works, it’s just seasoning for them,” one comment read. Another: “We have used every deterrent out there… sprays, powders, granules, and motion detectors with sprinklers.” At least four more said the same.
The research backs this up, and explains the mechanism. Repellent efficacy collapses as density rises. A controlled tree-protection study found repellents held damage under 50% only below about 10 deer per km² (~26 per square mile) with no snow, dropping to 6 per km² with snow. Fencing held damage under 50% up to about 38 deer per km². At the ~80 deer per square mile cited regionally, repellents are being asked to work at three times the density at which they’ve been shown to work.
- A 10-week Cornell trial of six commercial repellents on Japanese yews, and a Connecticut trial of ten products (Plantskydd, Bobbex, Liquid Fence, Deer Off, Repellex, coyote urine and others), both found no repellent prevented all browsing. Only fenced controls did.
- USDA’s National Wildlife Research Center notes registration and availability “does not equate with effectiveness” — some products contain active ingredients below avoidance thresholds.
- Repellents need reapplication after rain and as plants put on new growth.
Fencing is the one yard-level measure that reliably works, and specifications matter. Deer clear a 6-foot fence; minimum effective height is 7–8 feet, plus 2–3 feet more on slopes since deer gain momentum jumping downhill. Polypropylene mesh runs $1–2 per linear foot in materials; professionally installed woven wire $6–15. The chain-link and six-foot privacy fences described in the comments are both below that threshold.
Norton Shores, Michigan chose this at municipal scale, concluding in 2023 that deer fencing would be cheaper and possibly more effective than a targeted cull — partly because a cull could only be conducted on public property, risking pushing deer onto adjacent private land (MLive, January 2023). That is the same limitation the USDA flagged in Farmington.
Alternative 5: Speed limits, signs, whistles and reflectors
One commenter: “lower speed limits to 40mph would be a good start.”

A 1982 FHWA study of deer mirrors on I-95 in Maine found no evidence of effectiveness. An Indiana DOT study found a 19% reduction from reflectors, but California, Colorado, Maine, Washington, Wyoming and Ontario found none. On speed limits specifically, the only evaluation (Jasper National Park) found sheep and elk crashes increased on reduced-speed segments.
Fencing plus underpasses does work: U.S. Highway 64 in North Carolina saw about 58% fewer wildlife mortalities than adjacent sections, with deer using underpasses 6.7 times more after construction. But that’s a highway capital project, not something Livonia deploys on Six Mile.
Alternative 6: Stop developing, restore habitat
The most popular alternative by volume, raised by dozens of commenters.
It is a separate question from deer management, and as deer management it is counterproductive. Preserving woodlots inside a city, surrounded by irrigated lawns and ornamental plantings with no hunting pressure, creates more deer. Michigan’s densities are highest in the developed southern Lower Peninsula, not the wild north. The IIHS review makes the same point: green space and wildlife corridors “must be carefully planned and coordinated… to avoid attracting more deer and increasing DVCs.”
The version that works is the inverse: reducing the food supply through deer-resistant landscaping and enforced feeding bans lowers local carrying capacity over time. It works slowly, and it fails if feeding stations remain in use nearby.

The pattern in every row is the same: the methods that work are the ones that are sustained, and the cheapest sustained method by a wide margin is regulated hunting by trained volunteers. That conclusion cuts against both positions in the thread — it requires accepting lethal control, and it rules out a short sharpshooting contract as sufficient.
Part Three: The Other Claims
Lyme disease: real concern, weaker deer link
A commenter with 20 years in veterinary medicine gave the most detailed version, and four others raised it. One asked to “show me Lyme disease epidemic statistics.” Here they are.
The trend is stark. Michigan recorded 553 confirmed Lyme cases in 2022 and more than 2,100 in 2025 — nearly 300% in three years, including roughly 80% between 2024 and 2025 (MDHHS, April 2026). As of the March 2026 MDHHS risk map, 82 of 83 counties carry known or potential risk. Macomb County went from an average of 12 cases (2022–24) to 21 in 2025.
But the deer-to-Lyme link is weaker than assumed. Deer are the reproductive host for adult blacklegged ticks — not a reservoir for the bacterium. Borrelia burgdorferi is carried mainly by mice and small mammals. Removing deer removes a tick breeding platform, not the pathogen.
- Kilpatrick et al. (2014), Journal of Medical Entomology, 13-year Connecticut study: reducing deer to 5.1 per km² produced 76% fewer ticks and 80% fewer resident-reported Lyme cases.
- Levi et al. (2012), PNAS: deer abundance was a poor predictor of tick abundance two years later; the relationship saturates above a low threshold.
- The commonly cited threshold is 3–5 deer per km² (~8–13 per square mile).
The number that matters for Livonia: if densities are near 80 per square mile and the DNR target is 20, even a wildly successful multi-year cull leaves Livonia at double the density at which tick reductions reliably begin. Dr. Jean Tsao (MSU) is direct about this — island populations like Monhegan, Maine were controlled by removing deer entirely; on mainland Michigan that isn’t possible (MSU College of Veterinary Medicine, August 2025).
Lyme is a fast-growing concern, and a weak argument for a suburban cull specifically. Crashes and vegetation damage are stronger grounds. For tick exposure itself, yard management, permethrin-treated clothing and tick checks offer more protection than any cull at achievable densities.
“Zombie deer disease” in Livonia?
One commenter wrote: “We had a deer with the zombie disease.”
Chronic wasting disease is confirmed in 18 Lower Peninsula counties and one UP county as of mid-2026, with recent first detections in Genesee (Sept 2025), Allegan (Nov 2025) and Gladwin (Feb 2026). Wayne County has not been publicly reported as CWD-positive — a confirmed case here would be a county first and significant news, and should be reported to the DNR. Note that emaciated, disoriented deer can also indicate epizootic hemorrhagic disease, confirmed in at least 16 southern Michigan counties in 2025.
“No predators” vs. “there are coyotes”
“There are coyotes in our area so there is a natural predator,” one commenter wrote. Others said the opposite.
Coyotes are present. They are not capable of controlling the herd. Midwest and Northeast studies find coyotes take roughly 10–20% of fawns (Dr. Karl V. Miller, University of Georgia); predation on healthy adults is rare — the late John Ozoga estimated it would “barely register a couple of percentage points annually” in the lower Midwest. Texas Parks & Wildlife’s technical guide states coyote and black bear predation “is not sufficient to reduce high population densities.” Historic predators — wolves and cougars — did control ungulates. Coyotes don’t. Adult survival drives suburban deer growth: a radio-telemetry study near Rochester, NY found 68% annual survival even with vehicle collisions as the leading cause of death.
“We took their habitat”
The most common single argument in the thread. It contains real truth and one real error.
Habitat fragmentation is genuine, Livonia has approved a great deal of development, and the thread’s frustration about strip malls sitting empty a decade later is a legitimate land-use critique unrelated to deer.
The error is directional: suburban development doesn’t push deer out — it creates ideal deer habitat. Lawns, ornamental shrubs, garden vegetables, woodlots for cover and the edge between them, plus no hunting, no effective predators and mild winters. Michigan’s herd was near extirpation around 1900 and now stands at roughly 2 million, up about 420,000 in a decade (DNR), concentrated in the developed southern Lower Peninsula.
One comment described the timeline directly: “Moved to 7/Farmington in 2012… Didn’t see but one until 2019… Nothing natural has been torn down to displace them locally.” Deer aren’t fleeing into Livonia; they’re thriving in it.
The “1/3 fewer hunters” figure raised in the thread is approximately accurate. Michigan has lost about 200,000 deer hunters in 25 years. In a recent season the DNR wanted around 800,000 deer taken statewide; hunters took fewer than 300,000. Hunting is the primary control tool and it weakens every year.
Are deer good for the ecosystem? Not at these densities
One commenter called deer “an important part of Michigan’s ecosystem, contributing to biodiversity.” Deer are native and belong here, but the research contradicts the biodiversity claim at current densities:
- Above roughly 8 deer per km² (~20 per square mile) — the DNR’s own healthy-population benchmark — many songbird and native plant species decline.
- Overbrowsing strips the shrub layer ground-nesting migratory songbirds need. NYSDEC notes effects “cascade through forest plant communities into wildlife communities, reducing the abundance and diversity of songbird species.”
- Deer avoid unpalatable plants, which are disproportionately invasive. A regional study across 23 research sites in the east-central and northeastern U.S. found deer access lowered native plant richness and abundance while favoring invasives including garlic mustard and Japanese stiltgrass.
- Massachusetts’ state wildlife agency calls the result a “green desert” — a forest that still looks lush but has lost its understory.
The call for “evidence-based, long-term wildlife management” aligns with the research; the premise about biodiversity doesn’t. Another commenter’s observation that “the nature preserve trees are bare” and the deer “are literally starving” describes this directly. The point that hostas aren’t native is fair but incidental — the damage is in the woodlots, not the flowerbeds.
Feeding: the law just changed
One commenter blamed bird feeders; another wanted feeding-station fines; a third said “you can feed wildlife now in Michigan” and also “we water and feed them.”
Baiting and recreational feeding were banned in the Lower Peninsula in 2018 to slow bovine TB and CWD. In July 2026, House Bill 4350, legalizing recreational backyard feeding, passed the legislature with bipartisan support; subsequent reporting (Fox 2 Detroit, late July 2026) indicates it has been legalized. Two caveats: DNR says some areas may still be restricted — spokesperson Ed Golder: “some areas of the state will be able to feed and others will not” — and baiting for hunting remains illegal in the Lower Peninsula (HB 4445 to lift it passed the House 66–44 in February 2026 and sits in the Senate). A 2025 MSU/DNR study found deer concentrate more densely at bait sites than anywhere else on the landscape.
The specific claim that a Livonia ordinance prohibits bird feeders could not be verified, and is worth confirming with the city.
Is distracted driving the problem?
Four comments attributed the numbers to phones and inattention. It’s plausible and untested — no published Michigan data links deer crashes to phone use. The crash data cuts slightly against it: in 2023, 53.3% of Michigan deer crashes occurred in dark, unlit conditions and only 25.4% in daylight; in 2024 the peak window was 6:00–8:59 a.m. (24.5%). Deer crashes cluster where visibility is poor and deer are moving — deer behavior more than driver behavior.

Two claims could not be resolved either way: whether distracted driving contributes to Livonia’s deer crashes, and whether a city ordinance restricts bird feeders.
What isn’t in the public record
Three things I couldn’t find.
Livonia’s deer density. Farmington Hills estimated up to 80 per square mile before acting. There’s no comparable published figure for Livonia, and without one a removal target can’t be set or measured against.
Any public evaluation of the Meridian Township approach. A Michigan community of 40,000 cut crashes 49% over fourteen years using vetted volunteer archers at close to zero marginal cost. The options discussed locally were a USDA cull, a contractor cull, sterilization, or nothing. Whether Meridian’s model was considered and rejected, or never raised, isn’t documented anywhere I could find.
A goal stated in numbers, over a defined period. Fox Chapel took 15 years and 2,980 deer to go from 81 crashes to 19. Meridian took 14 years to reach 77, which is where Livonia currently stands. That timescale is the realistic one to plan against.

Source-quality note: claims about compensatory rebound and the “vacuum effect” circulating in the thread trace to deerfriendly.com, stoptheshoot.org and Animal Alliance of Canada — advocacy organizations. Their citations to density-dependent reproduction are legitimate; their conclusion that culling therefore cannot work is not supported by the field studies above. The claim raised in the thread that DNR and the SE Michigan Urban Deer Coalition “intentionally skew” statistics is an allegation, not a finding; the crash data here comes from UMTRI and Michigan State Police, not DNR.
