City of Livonia Council Meeting: A Community in Focus

LIVONIA, MI — The Livonia City Council convened for its 2,024th regular meeting on Monday, September 8, 2025, at City Hall Auditorium to address a range of civic matters and honor local businesses. The meeting included discussions on city finances, public works projects, and community-driven issues, as well as a lively audience communication session.

One of the meeting's highlights was the recognition of two long-standing local businesses for their contributions to the community. Julius's Barbershop was celebrated for its 80th anniversary. Established on September 7, 1945, by three brothers, the barbershop is now owned by Raymond Alvarado. His daughter, Margaret Alvarado, spoke on the family's behalf, expressing gratitude to the staff and customers and announcing a celebration for their anniversary on September 20.

The council also paid tribute to Cobbler's Corner, a shoe repair shop. The business was commended for preserving a “lost art” and for its dedicated service to the community. A representative from the shop, visibly surprised and pleased, thanked the council and their customers, stating, "It's been a pleasure being in Livonia all these years. Our customers have made our business, and we're very blessed and thankful."

Unfinished Business

• The council moved to remove the item regarding a potential ordinance amendment related to cloth coverings on fences from the committee, as a previous motion to do so had failed.

New Business

• New items introduced included a request from the Engineering Division to approve an intergovernmental agreement between the Michigan Department of Transportation (MDOT) and the City of Livonia for traffic signal modernization along 5 Mile Road at Levan Road and Newburgh Road at Lyndon Street.
• The Department of Law also proposed an amendment to the Livonia Code of Ordinances, as amended, to amend Sections 075, 080, and 115 of Title 2 (Administration), Chapter 04.

Audience Communication and Public Debate

The audience communication portion of the meeting sparked a significant discussion about citizen rights and decorum during public meetings. A resident read a prepared statement on the Michigan Open Meetings Act and the First Amendment, asserting that citizens are not required to give their name or address to speak and that nonverbal expressions like applause are protected as free speech. This was in response to current Council meeting procedures. Council President McCullough later responded with a request for decorum and emphasized that while he respects constitutional rights, respect should be a two-way street to ensure an orderly meeting. Councilman Donovic supported this, stating that the city's rules are in place to ensure a professional environment and to prevent distractions and intimidation, allowing nervous speakers to feel comfortable.

Other residents used the time to voice their concerns and offer ideas. A city council candidate presented a plan for a “Livonia Community Works Partnership Plan” to foster collaboration between the city, nonprofits, and local businesses. Another resident urged the council to support the preservation of the former Alfred Noble Library, highlighting its architectural significance and connection to a notable Latvian architect, Gunnar Birkerts. Additionally, a citizen provided an update on progress with a senior resident's housing issue and called for more compassionate training for staff who work with senior citizens.
